We as an OPPOSITION says that...
According to the SAMONTE, 1970..
The Administrative reform can be defined as to make the administrative system a more effective instrument to bring about political, equality, social injustice and economic growth.
We as an opposition party, think that the REFORMATION is needed to develop our country. So we support the REFORMATIOn based on proof and evedince thaat we think the REFORMATION was success and still have to continue its process.
With regard to the government party, actually they should support the idea of REFORMATION. All the ideas that they given are not relevent because...
1960s
Evidence of Administrative Reform in Malaysia
1. Upgrade the standard of living in economic status of rural area
- Government introduced the Red Bode System to enable the administration system to respond quickly and efficiently to the increasing demands of rural development.
2. Promised the development and stability for the people of Malaysia
- introduced First Malaysia Plan until now
- introduced Development Administration Unit (DAU)
- training and Career Development Division in Public Service Department
- established Public Service Commission
1970s
1. To eradicate poverty
- formulated of New Economic Policy (NEP) until now
- created of UDA, SEDC, SADC, DARA, MARA, MIDA

- Establishment of INTAN
3. Strengthen the public service
- establishment of MAMPU
4. Complaint by people
- Public Complaint Bureau
1980s

2. Relied on fast growing industrial and service sector
3. Improve the service. Example Privatization
1990s
1. NEP replacement by National Development Policy
2. Civil Service Day (Quality Day) (31st Oct)
3. Improve service
- Civil Service Innovational Award
- Client Charter
4. Technology
- Multimedia Super Corridor and Cybercity
As a conclusion, administrative improvements and reforms in Malaysia have been taking place in the public service since the early sixties, a few years after Merdeka (Independence). Administrative leaders such as Tun Abdul Razak and Dr. Mahathir who were supported by the top leadership of the bureaucracy, played a ground-breaking role in the country’s successful reform programme. There seemed to be a meeting of minds between the political leadership and the top civil servants to bring about changes in the administrative machinery and deliver goods and services efficiently to the people. The politicians have a mission to improve the lot of the poor and the underprivileged as well as that of the citizenry as a whole. The civil servants, many of whom came from a humble background, also supported the mission to develop the country both socially and economically. This may not be true in some other developing countries but in Malaysia the background and training of the civil servants helped sensitise them to the common problems of the Third World such as poverty, illiteracy, and disease. In tandem with the political leaders, they set about to deliver the fruits of development to the population at large.

Teacher's Note - Public Announcement
Dear students,
Hi and welcome back to class.
As I browsed your blog and read and commented on them, I noticed some common pattern of answer, 1) where you have the tendency to simplify your answer that sometimes I couldn’t find any relevancy to point discussed before it; 2) having so much unnecessary facts and details that making readers fell like reading a textbook.
Even though a blog entry should be short and simple, you don’t have to discount many of your words and make your argument everywhere. You don’t have to write an essay for that matter, but try to use concise word to articulate your point.
For those who love to back up their answer with all facts and data (as if we really want to know!), you too need to be concise and precise in choosing your words so that your entry doesn’t dazzled me … you know how much I hate to scroll the whole page just to find your main point at the end of your entry!
It is a waste when you come out with such a good point but having discussed it on the surface or lace it with unnecessary ‘ornament’ …
Try to be concise and precise and at the same time keep it short and simple.
On other words … briefly elaborate your point in detail – if you know what I mean.
Thank you and have a nice day!
P/s: Where's your analysis of social change dimension? It is nowhere to be seen?

This involvement could then facilitate the development of our own culture and had make our political system became more wide.

The Impact of Securing Foreign Aid To The Development of a Country
Foreign aid can be in many kinds. There is money, expertise, technology, and so on. The foreign aid were comes from Third World Countries. The purposes are to improve the economic, social or military in one country. All the countries that agreed to borrow the aid must follow all the rules that being put from the borrower. If the country cannot follow or had breach the contract, the borrower will take back the aid.
There are several arguments with regard to th foreign aid. Foreign aid is our duty to humanity. After many years of exploitation by colonial powers, it is necessary to give back to developing nations. In reality "Third world debt" should more accurately be viewed as our debt to the third world. Modern industrialized countries often rely on resources from Third World countries, so that foreign aid will, one day, lead to equality in foreign trade. No nation exists in a vacuum. Ignoring overseas insecurity, poverty and starvation results in instability, genocide and war; it can breed terrorism and spawn disease outbreaks that are capable of becoming pandemic. Aid is typically guided towards a goal that is typically meant to improve the economic, social or military capabilities of the receiving country. If the economy of the receiving country is improved, it can typically trade more with the donor country, and thus aid becomes mutually advantageous. If the social standards of a country are improved, then stability is insured, and the donor can benefit from it, through trade, through partnerships and so on. If the military capabilities of a country are improved, the donor can expect an ally in the area.
Besides that, the others impact of foreign aid to the country are foreign aid benefits society because no single nation exists in a vacuum because we are all integral parts of one massive interconnected society that inhabits this planet. As global warming changes the inhabitable spaces on our planet whole populations will be displaced and seek survival, work and a better life elsewhere. We must think globally in order to facilitate mutual survival as our carbon emissions impact nations elsewhere. Conflict or disaster could bring any nation on earth to the brink of collapse seeking help from overseas. If we help no one we cannot expect help. Foreign Aid places a duty on stronger, stable, more affluent nations to help impoverished people in third world countries beyond merely plundering strategic resources.
There are several problems that one country has to face when the process of developing for example like scarce of resources, do not have enough money, do not have many expertise and so on. So, as a result, the country can borrow from foreign aid. There are several benefits that the country will get when they borrow the from foreign aid. Firstly, it will increase and improve knowledge and skills. For example, when one country borrow some expertise from the borrower countries. It will lead to exchange of ideas and technology. Secondly, the country can improve the level of income of the workers. Thirdly, the level of economy, social, education, and politic also will increase. Furthermore, it will lead to good and close relationship one country and the borrower.
In term of all the rules put by the borrower for all the country that want aid, we think it is rational to follow and comply. The government should comply with the rules, if the rules not give negative effects to the country. It is because; the main purpose of the foreign aid is to increase the level of economy, social, education and politic of the country. Without any help, it is hard for one country to be developed, especially for the countries that face the problem of poverty and the crisis of internal war. The foreign aid will give more benefits and less of negative effects. One country should make discussion first before take the foreign aid. In long-term effect, the country has to pay for the aid. So, when the country decided to take foreign aid, the aid must be use appropriately, effectively and efficiently in order to increase and stabilize the condition of the country.

This is all about our current DEVELOPMENT..
In our opinion, the appropriate theme in illustrating the current development in our country has improved from time to time. In these terms, Malaysia has reached as a development countries which achieve standards of democratic government, social programs, and human right guarantees for the citizen. Currently, a Malaysia development entails a modern infrastructure and has more sectored, such as agriculture, industrialization, economy and so on. In other hand, our countries usually have economic system based on continuous, self-sustainer economic growth to produce high of living.
In modern age, our country has produce emergence of civic society and regional development that show the rights of development in Malaysia. The ECER initiative will span for 12 years starting from 2007. The master planner for ECER is Malaysia-owned oil and gas company, PETRONAS[2]
Furthermore, government also develop the vast project to foster economic in this country. For example, Iskandar Malaysia, formerly known as Iskandar Development Region (IDR) and South Johor Economic Region (SJER) is the new main southern development corridor in Johor, Malaysia. The Iskandar Malaysia was established on 30 July 2006. It is named after Sultan Iskandar of Johor.
It is against this backdrop that in July 2005, the Government of Malaysia had tasked Khazanah Nasional to conduct a feasibility study for the development of a special economic zone in South Johor in what was then referred to as the Southern Belt Economic Zone (SBEZ).
In October 2005, Khazanah presented a Conceptual Outline Plan for the proposed South Johor Economic Region (SJER) to the National SJER Planning Committee (NSPC) that concluded that there was a strong economic, social and developmental rationale for the proposed development of SJER. The NSPC was chaired together by the Prime Minister of Malaysia, Abdullah Ahmad Badawi and Chief Minister of Johor, Abdul Ghani Othman. Khazanah acts as the secretariat for the committee. The NSPC further tasked Khazanah to develop a detailed and comprehensive Master Plan for the development of SJER that aims to address socio-economic development in a holistic and sustainable fashion.

Task 3
Explain about political element and explain what is political dichotomy.
Political: Is referring to the political administration dichotomy and how government give feedback to the feedback to implement to the public.
Political Dichotomy: A politics-administration dichotomy is an administration that can be apolitical. No administration has ever been formed that has ever come close to being apolitical. Politics is what a government does and administration is how it does it. "What do I do?" and "How do I do it?" are related questions no matter what field your in. Politics-administration dichotomy not only cannot be sustained, it cannot be initiated. One begets the other. To separate the two would beg the question "Why are we doing this?"
